Windshield Replacement Laws in Arizona

Arizona requires insurers that offer comprehensive coverage to also offer an option for zero-deductible glass coverage. If you selected that coverage, your insurance may pay the full cost of replacing your windshield. If you have the right auto insurance coverage in Arizona, your windshield replacement may cost you $0 out of pocket.

Do You Qualify?

You are most likely to qualify if your policy includes:

  • Comprehensive coverage
  • Full glass coverage
  • Safety equipment coverage
  • A $0 glass deductible

The important part is that comprehensive insurance alone does not always mean your windshield deductible is $0.

For example, you may have a $500 comprehensive deductible while also having a separate full-glass endorsement with no deductible.

How to Check Your Coverage

Open your insurance app or declarations page and look for wording such as:

  • Full Glass
  • Safety Equipment Coverage
  • Glass Deductible: $0

If you cannot tell, ask your insurer:

“Do I have zero-deductible glass coverage for windshield replacement?”

That one question usually clears up the confusion quickly.

Why Arizona Windshield Replacement Can Be $0

Under Arizona law, insurers offering comprehensive auto coverage must make zero-deductible coverage for damaged safety glass available to customers.

That means Arizona drivers who elected the coverage can often replace a damaged windshield without paying a deductible.

It is not automatically included on every policy, which is why checking your actual coverage matters.

Arizona Requires a Safe, Unobstructed Windshield (ARS 28-957.01)

Arizona vehicle equipment laws state that all motor vehicles must be equipped with an “adequate windshield” and not operate if it obstructs or reduces the driver’s clear view. While "adequate" is not precisely defined by crack size, law enforcement has discretion to determine whether cracks, chips, or defects meaningfully impair visibility.

Key points from ARS 28-957.01:

  • Operating a vehicle with significant windshield damage that obstructs vision is prohibited.
  • Law enforcement may issue a citation or “fix-it” order requiring repair or replacement.
  • This statute is often the basis for roadside enforcement when windshield cracks are severe.

Glass Coverage Must Be Offered With Comprehensive Insurance (ARS 20-264)

Under Arizona insurance law, carriers must offer complete coverage for damaged safety equipment, including windshield glass, without regard to any deductible if the policyholder chooses that option. This is often called the “zero deductible” or “no out-of-pocket” glass coverage option.

What ARS 20-264 means in practice:

  • Insurance companies must offer the option to have windshield replacement covered without applying a deductible.
  • You must opt in for this coverage when selecting your auto policy for it to apply.
  • Many comprehensive policies include this by default, making windshield replacement effectively $0 out of pocket for qualifying damage.

Insurance Cannot Raise Rates for “No-Fault” Windshield Claims (ARS 20-263)

Another important statute is ARS 20-263, which prevents insurers from increasing premiums simply because you filed a claim that wasn’t your fault.

What ARS 20-263 means:

  • If your windshield was damaged by debris, weather, or other non-fault causes and you file a claim, your insurance company cannot raise your premium solely because of that claim.
  • This statute is frequently cited in the context of no-fault glass claims to reassure drivers about rate stability.

Glass Repair and Replacement Conduct Standards (Consumer Protections)

While not specific to windshield cracks, Arizona statutes and regulations protect consumers from misleading automotive repair practices, requiring clear disclosures, written estimates, and authorization before work is done. Some related provisions are enforced under consumer protection sections of ARS Title 20 and Title 44.

These protections help ensure that repairs and replacements are:

  • Accurately quoted in writing
  • Authorized by the vehicle owner
  • Performed using appropriate materials
  • Compliant with industry and safety standards
Failing to follow these standards could lead to consumer protection complaints or disciplinary action.

Windshield Tinting and Visibility Rules (Relevant to Replacement Laws)

At Rabbit Auto Glass of Phoenix, we believe in clear views; both of the road and the rules! While Arizona doesn’t play replacement law, it does enforce regulations on tint and objects obstructing vision. So, ditch the dark tints unless you've got a doctor’s note, and keep your windshield as clear as your driving intentions!

Although not replacement law per se, Arizona also has rules about tint and objects on windshields that relate to safe visibility and compliance:

  • Materials that reduce light transmittance (like dark tint) are restricted unless medically exempt.
  • Obstructions that reduce the driver’s clear view are prohibited.
